A system governed well and stored in a secured location would help the processing of persons quicker.

Tech like RIFID, synced with biometrics, could help speed up the process of intake, help with recovery of  health, and than discharge could be crunched with super computers on a center ran by its own offline grid.

Prevent hacking, help the County's health of people and correlate trends among populaces and illness.
